The New York Office of the International Service for Human Rights' (ISHR) seeks two interns to monitor and report on the 101st session of the Human Rights Committee at the UN headquarters from 14 March to 1 April 2011 in New York. The internship will run from 14 March to 7 April (which will include a drafting period after the meeting).
The intern's main responsibilities are to:
• Monitor the HRC’s session and draft analytical narrative reports on the meeting for ISHR’s web and print-based journal, the Human Rights Monitor Quarterly.
• Liaise with key Committee members, NGOs, and other UN actors to gain relevant information for the report.
The HRC is the body of independent experts that monitors implementation of the International Covenant on Civil and Political Rights by its State parties. All States parties are obliged to submit regular reports to the HRC on how the rights are being implemented. States must report initially one year after acceding to the Covenant and then whenever the HRC requests (usually every four years). The HRC examines each report and addresses its concerns and recommendations to the State party in the form of "concluding observations”. Countries reporting to the HRC in this session are Mongolia, Serbia, Seychelles, Slovakia, Togo. The Human Rights Committee will also undertake its second reading of Draft General Comment No. 34 (the Draft Comment) on Article 19 of the International Covenant on Civil and Political Rights (the Covenant). Article 19 safeguards the right to freedom of opinion and expression.
