Voter Registration Specialist - Afghanistan for IFES


Project Description: 
In June 2008 IFES was awarded a three-year contract with USAID, named the Support to the Electoral Process in Afghanistan (STEP). The STEP team is tasked to provide support to the Independent Election Commission (IEC) of Afghanistan in its long-term capacity building and other areas of operation. Current end date of the project is September 2011. 

Position Summary:
The Voter Registration Specialist is required for a period of up to two months and will be based in Kabul, Afghanistan. Reporting to the IFES Chief of Party (or designee) the Specialist will support voter registration reform through a series of specific tasks, including workshops with the Independent Election Commission (IEC) and other stakeholders and the production of an updated comprehensive study on voter registration with recommendations.
Responsibilities:
• Carry out a desk review of the relative studies and reports on voter registration, including the IFES 2004/2005 study;
• Coordinate with the IEC on multi-stakeholder workshops and ensure IEC has a voice in the comprehensive study;
• Prepare an updated comprehensive study on voter registration with a set of realistic recommendations for a way forward; 
• Host a series of multi-stakeholder consultations on the advantages and disadvantages of extracting a voter registry from the civil registry;
• Contribute to the production of weekly, monthly and quarterly reports; 
• Other duties as assigned.
Qualifications: 
• Advanced University Degree (Master or equivalent) in Public Policy, Law, International Relations or equivalent;;
• Candidates should possess at least six years of progressively responsible relevant professional experience with electoral systems and governance assistance;
• Familiarity with election related legislation;
• Experience at the international level, especially in international organizations desirable; 
• Experience in a post-conflict environment is a must and Afghanistan experience highly desirable; 
• Fluency in written and spoken English is essential; knowledge of Pashto or Dari is highly desirable.

• Ability to coach, monitor and develop staff.
