The World Resources Institute (www.wri.org) Institutions and Governance Program is seeking a research analyst with demonstrated experience in climate change, finance, sustainable energy and development issues to contribute to research and engagement for the International Financial Flows and the Environment objective (IFFE). Through research, analysis and advocacy, the IFFE project seeks to direct international finance towards more environmentally sustainable, socially responsible, low carbon, and climate resilient investments. The IFFE project is housed in WRI’s Institutions and Governance Program, which works with partners in civil society and government to improve the transparency and accountability of institutions entrusted with environmental decision-making.
The IFFE project focuses on those public international financial institutions (IFIs) that have been particularly influential in shaping international capital flows in environmentally and socially sensitive sectors, including the Multilateral Development Banks and nationally owned financial institutions in emerging economies. IFFE’s research, analysis and outreach strategies prompt these institutions to more systematically incorporate environmental, social, and climate change considerations into their mainstream project and sectoral lending, and technical assistance programs. IFFE seeks to ensure that these institutions contribute to global climate adaptation and mitigation while continuing to apply strong environmental and social safeguard policies in each investment, and align their policies and lending criteria with internationally agreed climate objectives as expressed in the United Nations Framework Convention on Climate Change (UNFCCC) process.
Responsibilities
The Research Analyst will support IFFE’s work on climate change and clean energy financing. Responsibilities will include research and analysis to advance our work on ensuring new and existing public international financial institutions, including the new and existing climate change funds channeling international climate finance, establish governance structures and institutions that are widely perceived to be legitimate by stakeholders. Specific responsibilities include:
Conduct research and analysis on international climate finance including:
Institutional arrangements and design elements of the Green Climate Fund
Investments in creating enabling policy and regulatory environments, and early stage investments
Climate change financing from private and public financial institutions, including the role of public international financial institutions in leveraging private capital
Domestic and south-south finance flows for climate change mitigation and adaptation
Transparency and comparability of climate finance flows
Assist in research, writing, and publishing new research reports
Support organizing internal/external meetings, workshops, conferences, and other project dissemination activities
Assist in fundraising and grants management
Assist in project management work as needed
Support other activities as needed

Qualifications
Professional and/or research experience in one or more of the following topic areas is essential:
Public and private financing in a major environmental or natural resource sector
Designing and implementing national-level climate change mitigation and adaptation plans or programs
International climate policy processes such as the UNFCCC negotiations
Environmental and social policies and practice of one or more of the above mentioned IFIs, including World Bank safeguard policies and the Equator Principles
A successful candidate will demonstrate excellent research and writing skills in English and the ability to work effectively in teams. Required qualifications include:
Designing and implementing national-level climate change mitigation and adaptation plans or programs
International climate policy processes such as the UNFCCC negotiations
Environmental and social policies and practice of one or more of the above mentioned IFIs, including World Bank safeguard policies and the Equator Principles

Advanced degree in international affairs, economics, finance, public policy, environmental management or similar required. Master’s preferred.
