The Inter-Agency Network for Education in Emergencies (INEE) is a global open network of 5,000+ members working together within a humanitarian and development framework to ensure all persons the right to quality and safe education in emergencies and post-crisis recovery.
The Minimum Standards Program Manager for Trainings and Capacity Development is responsible for organizing and facilitating INEE Minimum Standards trainings and TOTs and serves as a technical advisor on the INEE Minimum Standards, promoting the resources, tools and materials generated by the Working Group on the Minimum Standards and the INEE Secretariat.
ESSENTIAL JOB FUNCTIONS
INEE Minimum Standards Trainings and Training of Trainers (TOTs)
• Organize and facilitate INEE Minimum Standards trainings and TOTs, as needed.
• Develop and adapt INEE Minimum Standards training materials, exercises, modules etc.
• Coordinate activities related to the organization of and inputs into application visits, training and capacity development activities, and other conferences, meetings as prioritised by the Working Group on Minimum Standards to promote resources, tools and other materials.
• Support the activities of the Applications SubGroup of the INEE Working Group on Minimum Standards and work closely with the SubGroup Chair to coordinate and implement SubGroup activities.
• Promote the INEE Minimum Standards training materials, the harmonized training package and the INEE E-learning module (http://www.ineesite.org/index.php/post/know_e-learning_module/ )
• Track trainings and TOTs on the INEE Minimum Standards around the world and collect and archive INEE Minimum Standards training adaptations.
• Maintain regularly the INEE Minimum Standards training webpage (http://www.ineesite.org/index.php/post/training_and_capacity_building/ )
• Share information on INEE Minimum Standards trainings and training materials through the INEE listserv.
• Contribute to Minimum Standards fundraising efforts, as needed, and explore opportunities for income generation through trainings and capacity development initiatives.
INEE Minimum Standards Application Visits and Technical Support:
• Organize and carry out INEE Minimum Standards application visits
• Provide technical support to INEE members and partners for the application of the INEE Minimum Standards
• Solicit and develop case studies on the use of the INEE Minimum Standards.
• Provide technical inputs to and review Working Group products and deliverables, including resources, tools and other materials generated by the Working Group.
• Liaise with the IASC Education Cluster Capacity Development Task Team to ensure complementarity and avoid duplication of efforts.
• Provide support to and collaborate within the INEE Secretariat on issues related to the INEE Minimum Standards and related tools, inputting this work into other INEE core initiatives (where appropriate).
Other Tasks
• Manage the Minimum Standards budget spending for trainings and capacity development.
• Assist with outreach and coordination efforts with members of the INEE Working Group on Minimum Standards and INEE members in Africa, Asia, the Middle-East, Latin America, Europe and North America. Draft updates on the INEE Minimum Standards for the wider INEE membership, highlighting new capacity development tools, initiatives and opportunities for engagement. Analyse feedback and findings and develop materials to share this information.
• Facilitate the production, translation, dissemination and use of the INEE Minimum Standards and related materials, liaising with INEE members to identify and fill gaps as needed.
• Provide administrative support for the INEE Minimum Standards initiatives, as needed.
• Supervise INEE Minimum Standards interns.
Requirements:
• An advanced university degree (Masters) in a relevant field required: education, international affairs or political science.
• Minimum three years relevant work experience required.
• Previous experience conducting INEE Minimum Standards trainings or other trainings required.
• Excellent inter-personal and communication skills and proven networking and facilitation skills working with multiple stakeholders, including UN agencies, donors, local communities, NGOs and governments.
• Strong knowledge and solid understanding of the INEE Minimum Standards (process and product), Sphere Standards, and the humanitarian community.
• Willingness to travel to conduct INEE Minimum Standards trainings or to provide technical support on the application of the INEE Minimum Standards and other INEE tools, up to 35%-40% of the time, as requested.
• Demonstrated strong writing skills.
• Field experience in a developing country or emergency situations strongly desired.
• Fluent (writing, reading and speaking) in English required and fluency in one additional UN language (French, Spanish, Arabic) strongly desired.
• Excellent organizational and coordination skills, including experience managing multiple complex projects and deadlines involving different partners.
• Ability to be flexible and work well in a fast-paced environment with limited daily supervision.
• Experience in budgeting, financial reporting and fundraising desired.

The Minimum Standards Program Manager is a full-time position for 6 months, with possible extension after Dec 2011 based upon performance. He/she will be based in New York, working 2 days/week from home and 3 days from the office.
The Minimum Standards Program Manager reports to the INEE Coordinator for Minimum Standards and work closely with the INEE Working Group on Minimum Standards and the INEE Secretariat.
