THE ORGANIZATION
Heartland Alliance for Human Needs & Human Rights is the largest service-based human rights organization in the United States, with over 1,200 employees in Chicago and around the world. Heartland Alliance is currently implementing programs in 15 countries in Africa, the Middle East, Asia, Latin America and the Caribbean. In recent years, Heartland Alliance has expanded its reach in the Kurdistan region of Iraq and the Middle East region through direct-service provisions and training Iraqi counterparts in the areas of mental health, juvenile justice reform and protection, torture treatment and primary health care, and human rights media development.
THE POSITION

Location: Sulaimaniyah, Iraq
Duration: One year
Reports to: Iraq Country Director
Compensation: This is a supported VOLUNTEER position; the global fellow will be provided with a basic living stipend, international insurance coverage and accommodation. In some cases, international travel to and from the program location will be provided.
Heartland Alliance is recruiting a “Global Fellow (GF) – Program Development” to support the development of new Heartland Alliance programs in Iraq and the Middle East. The GF will attend partner meetings, assist with proposal research and writing, and other administrative functions related to program development.
Specific Responsibilities and Objectives:
• Map the current donor environment in Iraq and the Middle East – identify potential funders in each country, funding priorities and current grants;
• Liaise with key current and future partners to identify potential opportunities for collaboration;
• In partnership with program staff, respond to funding opportunities while adhering to Heartland Alliance program development procedures;
• When not responding to open funding opportunities, develop new project concepts based on identified needs or high-potential opportunities – specifically, these should focus on primary and mental health and trauma recovery, gender-based violence, services for victims of human trafficking, and sexual minority rights
• Prepare and update critical materials for program development purposes – including capacity statements, past-performance references, statements on specific technical capacities, etc.
• Develop the capacity of local key staff and those of LNGO partners in program development.
REQUIREMENTS
Education and/or Experience:
• Degree in Psychology, Law, International Development, Human Rights, International Relations or a related field (required);
• Experience in mental health and/or law a plus; MA preferred;
• International experience (required); Middle East experience a significant plus;
• Professional proficiency in oral and written communication in English (required);
• Proficiency in Microsoft Office programs (required);
• Proposal writing and program development experience a significant plus;
• Superb writing and editing skills required;
• High attention to detail and commitment to producing work of the highest quality, often on short notice;
• Able to live/work in resource-poor and sometimes-insecure environments;
• Able to work independently and complete tasks with minimal supervision;
• Highly reliable, motivated and independent.
